General

 

Who should notify dangerous products?

Companies introducing dangerous products on the Dutch market are obliged to notify product information to the NVIC. Additionally, changes in name, changes in composition and date of market withdrawal need to be notified with the NVIC. The notification will be checked by the Food and Consumer Product Safety Authority.

Which products should be notified?

Products on the Dutch market and classified as hazardous on the basis of their health or physical effects according to to CLP Regulation (EC) No. 1272/2008 (will replace the Dangerous Preparations Directive 1999/45/EC) should be notified to the NVIC.

Information of products not classified as hazardous can be notified on a voluntary basis.

What are the notification requirements?

What is the product information used for?

The product information is used by the NVIC to inform medical personnel (physicians, veterinarians, pharmacists) about symptoms and treatment of acute intoxications with the products. Especially knowledge of the exact composition and toxicological properties of products is necessary to adequately perform this task.

Is the product information treated confidential?

The information supplied will be treated in strict confidence and will not be communicated to third parties.

Is the notification of product information free of charge?

The registration of product information is still free of charge.

Can I notify a large number of products without using the Product Notification website?

Only for a first-time notification of a large number of products the NVIC accepts the product information as PDF-files on CD-ROM/DVD or by E-mail. The files must be accompanied by an overview with information on product names, reason of notification and accompanying PDF-files in a specific format (CSV-file or TXT-file). Please contact the NVIC for the requirements on the specific structure and format of this overview.

 

After this bulk notification the product information can only be kept up to date by using the website.

Can I still use the PINDA application for the notification of product information?

No, the computer programme PINDA can not be used anymore, the NVIC took it out of production. Regular PINDA-users have been informed on how to migrate to the new method of electronic notification of products to the NVIC.

Where can I ask specific questions about the introduction of products on the Dutch market?

For specific questions regarding the introduction of products on the Dutch market you can contact the Food and Consumer Product Safety Authority, www.vwa.nl or your own branch organization.

The NVIC is not a general, governmental organized, product registration institute, where all products introduced to the Dutch market have to be registered (e.g. to get a product number, like in Germany).

Who developed this website?

The website Product Notification to NVIC is developed by the National Poisons Information Centre (NVIC). The development is financed by the Ministry of Public Health, Welfare and Sports. By order of and in cooperation with NVIC two companies have developed the website. Information analyses and design were performed by Delta Quality Products & Services (www.deltaquality.nl). The website was build by IT-eye (www.it-eye.nl).

Procedures

 

How do I receive a user account?

To receive a user account, the NVIC can be contacted by e-mail: productnotificatie@umcutrecht.nl

 

Please provide the following information:

Contact information (postal/residence address, telephone, fax, contact person) of:

  • Company that brings product to the market (mentioned on the product label)
  • Company that notifies the product information

Note: this can be one and the same company.

E-mail address on which to receive the account information.

You will receive a login name and a once-only valid password. After logging in with this once-only valid password you will be requested to choose your own password. You can then start with the product notification to the NVIC.

What do I have to do when I forget my password?

If you forgot your password, you can request a new password with the option Forgot password on the homepage. You will be requested to enter your login name and the last used e-mail address. The new password will be send to you. In case you also forgot your login name and/or last used e-mail address, please contact the NVIC by e-mail: productnotificatie@umcutrecht.nl

Special notification conditions

 

Can I notify product information for several different companies?

If a company notifies product information for several different companies then multiple user accounts can be generated for every combination of notifying company and company that brings the products to the Dutch market.

Can I notify product information of products that are sold under private label?

It is possible to notify product information of products that are sold under private label. Multiple user accounts can be generated for every combination of notifying company and company that brings the products to the Dutch market

How can I notify Product Information of pesticides?

Notification of product information of plant protection products (according to the CLP Regulation (EC) No. 1272/2008, article 45) and biocidal products (according to article 23 of the Biocides Directive 98/8/EC) with the NVIC is a legal obligation. The requirements are described in this document.

How can I notify Cosmetic products?

Product information of cosmetic products can be notified by use of the Cosmetic Products Notification Portal (CPNP). The CPNP was developed by the European Commission for the implementation of Cosmetics Regulation (EC) No. 1223/2009. The CPNP can be used on a voluntary basis from this moment and notification will become obligatory from July 2013. Technical

 

What are the system requirements to be able to use the Product Notification website?

·         Supported browsers

The Product Notification website can be viewed on Microsoft Internet Explorer (version 6 or higher), Mozilla Firefox (version 2 or higher), Safari 3.0 and Google Chrome. On non-Windows systems it can be viewed on Mozilla Firefox (version 2 or higher) or Safari 3.0.

 

·         Javascript (in Internet Explorer version 6 or higher)

To use the Product Notification website, Javascript in Internet Explorer should be enabled (this is a default setting). Your company can have specific rules on the use of Javascript. Please consult the System administrator of your company, when necessary.

 

·         Cookies (in Internet Explorer version 6 or higher)

To use the Product Notification website, the use of Cookies in Internet Explorer should be enabled (this is a default setting). Your company can have specific rules on the use of Cookies. Please consult the System administrator of your company, when necessary.

 

·         Security settings (in Internet Explorer version 6 of higher)

It is possible that you can not reach the Product Notification website because Internet Explorer is blocking it. This can happen if the website is recognised as a Restricted site. You can change this by removing the website from the menu option: Tools > Internet options > Security > Restricted sites.

 

·         Firewall

It is possible that you can not reach the Product Notification website because Firewall software is blocking it. Consult the manual or the Help-function of the Firewall application on your own computer. If it concerns a central Firewall of your company, please contact the System administrator of your company.

 

·         SPAM / junkmail / unwanted mail

If you do not receive an e-mail from the Product Notification website, for example after notification of products or after changing your e-mail address, it is possible that the e-mail is removed or set apart by your e-mail application or security application on your computer.
If the e-mail is set apart in a junk e-mail folder or anti-SPAM folder, it is often possible to select per e-mail that you trust the sender. If you do so the e-mail will be moved to the Inbox and future e-mails from the Product Notification website will not be blocked. Please consult  the manual or the Help-function of the e-mail application or security application to learn how it deals with SPAM and how to correct this. Also your internet provider could block e-mails that are regarded as SPAM!

 

·         Acrobat reader

After notification of products by the Product Notification website you will receive an overview of the notified products by e-mail. This overview is in the PDF format, which can best be viewed by Acrobat Reader version 8 or higher. This application can be downloaded for free from: www.adobe.com.

 

·         Screen resolution

The Product Notification website is developed for a screen with a minimal resolution of 1024 by 768 pixels. 

 

·         Font size (in Internet Explorer version 6 or higher)

The Product Notification website is developed for the font size Medium of the browser. Use of the font size Larger or Largest can effect the graphic design of the website but will not influence the functionality. Use of the font size Smaller of Smallest will not effect the graphic design. You can change the font size in the menu option: View -> Text Size. You can also select the font sizes in the upper right corner of the website (AAA)

 

·       Use of Back/Forward in your browser

For an optimal functioning of the Product Notification website we advise against the use of the Back/Forward button in your browser. Use the designated buttons within the Product Notification website.

What happens if I mistype my password?

If you mistype your password one to three times, but subsequently type the correct one, you can log in and use the Product Notification website. If you mistype your password four times in a row, your access to the Product Notification website will be temporarily blocked. You will receive an e-mail with a new one-time password. After logging in with this one-time password you will be requested to choose your own password. You can then start with the product notification to the NVIC.

 

Note: the password is capital sensitive, so be sure Caps Lock is off.
Failure to log in can also be a result of an mistyped user name.

USE OF NVIC TELEPHONE NUMBER

 

Can I use the NVIC emergency telephone number on product labels?

The NVIC emergency telephone number may not be used on product labels because the NVIC only provides information to physicians, veterinarians, pharmacists and other medical personnel in cases of acute intoxications and not to the general public.

Can I use the NVIC emergency telephone number on the MSDS?

According to Regulation (EC) No. 453/20120, it is mandatory to mention the emergency telephone number of the NVIC (030-2748888), as official advisory body responsible for receiving product information, on the MSDS. As the NVIC is only available for medical professionals it is necessary to include the sentence: ‘Only for the purpose of informing medical personnel in cases of acute intoxications’ or in Dutch: ‘Uitsluitend bestemd om professionele hulpverleners te informeren bij acute vergiftigingen’.

 

The use of the NVIC emergency telephone number on the MSDS is only of use if the product information is notified to the NVIC in accordance with the requirements as described in this document.
